Situation:

As a company specialising in risk assessment and compliance services, we have recently secured significant projects with various airports throughout the UK, as well as charity organisations managing ambulance service heliports.

The primary goal is to conduct DSEAR (Dangerous Substances and Explosive Atmospheres Regulations) risk assessments to ensure safe and compliant fuel delivery, unloading, storage, and handling processes. The fuels involved in the assessment are A1 jet fuel and avgas.

Our expertise in DSEAR risk assessments and fuel distribution facilitates our engagement with airports and heliport organisations across the UK.

Task:

We were engaged to comprehensively evaluate DSEAR Compliance and Risk Assess the fuel delivery process, which includes understanding intricate details about substances, pressure release mechanisms, and selecting appropriate ATEX-rated equipment. In addition, we were required to address challenges related to emergency preparedness and response, as well as unique scenarios such as the venting capacity of fuel storage tanks in case of a nearby fire to prevent over pressurisation and explosions.

We have adopted a systematic approach

Scope Identification and Analysis – The team meticulously reviews the fuel delivery process, identifying critical points such as unloading, filtration, storage, and fuelling. We assess the type of fuels involved and their hazardous properties.

Intricacy and Compliance Evaluation – The team dives deep into the intricacies of the process and relevant regulations, including DSEAR. We analyse potential explosive atmospheres and determine the necessary safety measures to mitigate risks.

ATEX Equipment – We identified the need for and delivery of ATEX Inspections in compliance with BSEN 60079-17 to establish a register of all electrical and Mechanical items within hazardous zones, and determine the suitable classification and installation of said equipment. Where needed, we were able to identify the appropriate rating equipment with the client to ensure compliance and that ignition sources are controlled to prevent explosions.

Emergency Preparedness and Response – The team works closely with clients to establish robust emergency response plans in case of any hazardous incidents. This involves training key personnel and ensuring we understand proper protocols.

Venting Capacity Assessment – We identified the requirement and undertook venting capacity assessments for the fuel tank farms, including the venting capacity of fuel storage tanks, focusing on preventing over pressurisation during nearby fire events. This involves intricate calculations and simulations.

HSE Engagement and Improvement Notice Resolution – We worked closely with the client and in collaboration with the Health and Safety Executive (HSE) to address and successfully close an improvement notice. This showcases our commitment to safety and regulatory compliance.

Hazardous Area Classification and CAD Design – We accurately classified hazardous areas based on the properties of the fuels and the processes. Using CAD specialists to create detailed schematics and site layouts, aiding in visualising the hazardous sones.

Result:

Our comprehensive approach and collaboration with our client allowed for successful completion of the DSEAR risk assessments for multiple airport and heliport sites. We were engaged throughout in establishing robust safety management systems, calculating venting capacities, improving fuel distribution standards, and conducting training for key personnel. Our collaboration with HSE demonstrates commitment to safety compliance.

The CAD schematics provide a clear visualisation of hazardous sones, aiding in effective site management and mapping.
